
Construction (Design and Management) Regulations
and Planning Supervisor Role
These Regulations place a duty upon clients, designers, contractors
and planning supervisors to ensure that they implement the
management of health, safety and welfare through all stages
of a construction project. They must also ensure that safety
information about a building is available for construction
workers and for users of the building once construction is complete.
The regulations apply to all demolition and most building
works. Where the works last 30 days or more, or involve more
than 500 person days then the Health and Safety Executive
need to be notified.
Client’s Duties
Clients must make timely appointments of competent and adequately
resourced planning supervisors and principal contractors.
They must provide relevant information about the site and
any existing structures and ensure the project Health and
Safety File is available.
The Health and Safety File remains on site to inform those
responsible for the building of the risks that have to be
managed during maintenance, extension, repair or renovation.
Contravention of these regulations could result in criminal
prosecution.
Planning Supervisor Role

undertaking all responsibilities required by the legislation
and to guide clients and principle contractors in their responsibilities.
The service includes:
- Advice on the competence and resources of designers, design
consultants and principle contractors.
- Notify the Health and Safety Executive. (Form F10)
- Prepare the pre-tender Health and Safety File.
- Review the construction phase Health and Safety File submitted
by the contractor.
- Ensure a suitable Health and Safety File is compiled.
